Jones-Drew: Suits fuel NFL's concussion changes (AP)

JACKSONVILLE, Fla. ? Jacksonville Jaguars running back Maurice Jones-Drew wonders how much of the NFL's efforts to prevent or properly treat concussions have to do with lawsuits brought by former players against the league and its teams.

The NFL's leading rusher spoke out about the issue again Wednesday, nearly a week after telling The Associated Press he would hide a possible head injury so he could stay in a game.

"I've had concussions before, and it wasn't this big deal about concussions," Jones-Drew said. "The only reason they're making a big deal about concussions right now is because the league is getting sued over it. Before this, you never heard about it. A couple of years ago, you didn't hear anything about it."

After NFL Commissioner Roger Goodell was grilled about his sport's concussion policies at a congressional hearing in October 2009, the league made several significant changes. Those moves have continued, including this month's addition of certified athletic trainers sitting in booths during games to keep an eye out for possible head injuries and alert teams' medical staffs.

Starting this summer, at least eight lawsuits have been filed against the NFL by dozens of retired players who say they have medical problems related to brain injuries from their time in professional football. The NFL's stance, in part, is that players knew there were risks of injury, and there was no misconduct or liability on the league's part.

Jones-Drew called the possibility of serious injury in football an "occupational hazard."

He was one of 44 players the AP interviewed recently about concussions. Slightly more than half ? 23 ? said they would try to hide a concussion and stay in a game rather than pull themselves out.

Players generally indicated they are more aware now of the possible long-term effects of jarring hits to the helmet. Five said that while they would have tried to conceal a concussion during a game in 2009, now they would seek help.

Players also said they should be better protected from their own instincts: More than two-thirds of the group the AP talked to would like to have independent neurologists on sidelines during games.

"You know playing football you're going to get hurt, right?" Jones-Drew said Wednesday. "In the back of your mind, you've got to know that the worst that can happen is you can break your neck and be paralyzed for the rest of your life, right? You have to go into every game knowing that could be what happens. Any given play that could happen to you, right? So there it is. When you sign these deals, you know in the back of your mind, that's what can happen.

"Now basketball, on the other hand, it's a different sport. Race car driving, you know that when you get in that car, there can be an opportunity for that thing to flip over and catch on fire. You see what I'm saying? It's an occupational hazard, simple as that, and you have to be willing to accept it, and I am."

Jones-Drew reiterated that he takes the risk because of his family and said he strongly believes NFL teams would be hesitant to sign players with a history of concussions. So he would hide a concussion to stay in a game, even if it meant increased potential for long-term health issues.

"I would do anything for my kids," he said. "If they're happy, I'm happy. I think they would appreciate it. As long as my kids' kids would be happy with what I did, that's what this life is about: sacrifice. It's not about you anymore, you know?"

Romney plans aggressive push before Iowa caucuses

(AP) ? Feeling optimistic, Republican presidential candidate Mitt Romney on Thursday was positive on TV with an upbeat, new ad but in person went negative against President Barack Obama. He also announced an aggressive schedule of campaign events for the days leading up to next week's caucuses.

Romney, who is wrapping up a bus tour of eastern Iowa on Friday, planned to campaign in New Hampshire early Saturday before returning to Iowa that evening for a series of events on the economy. Those events are to be followed by six campaign rallies, mostly in eastern Iowa, from Sunday through Tuesday's caucuses, including an early morning one before voters start gathering to declare their candidate preferences.

Romney will then spend caucus night in Des Moines before flying to New Hampshire on Wednesday morning.

The newly planned events show a confident Romney campaign in the final five days of the campaign for Iowa. While Romney had spent months working to lower expectations that he would win here, the latest polls show him in strong position to win outright or finish in second place behind Texas Rep. Ron Paul.

Romney's six rallies begin New Year's Day in Council Bluffs, in the western part of the state. In 2008, he did well in nearby counties where agribusiness drives the economy. He'll hold another set of rallies in eastern Iowa, where he also performed well.

The plans come as Romney began running a new, minute-long TV ad in Iowa. The spot shows clips from Romney's announcement speech in June. Romney also talks in the ad about the "spirit of enterprise" and focuses on the opportunities America has provided its people.

Romney repeated the pitch from the ad during an early-morning stop at a diner. He ignored his Republican rivals, who are also campaigning furiously in the state, and focused instead on the Democratic president.

"We have a choice in this coming election of what kind of America we're going to have," Romney told the crowd at J's Homestyle Cooking. "It's not just about replacing a president. It's about saving the soul of America. Are we going to change America into something we don't recognize?"

The former Massachusetts governor had two other events scheduled Thursday, including at Music Man Square in Mason City, the birthplace of playwright Meredith Willson. Willson set his play, "The Music Man," in a fictional Iowa town that he based on Mason City.

Paul gets front-runner's welcome in Iowa (AP)

Newton, Iowa ? Texas Rep. Ron Paul received a welcome befitting a man with a suddenly serious chance to win next week's Iowa Republican presidential caucuses as he arrived in the state Wednesday for a final burst of campaigning.

His rivals attacked him, one by one.

If the 76-year-old libertarian-leaning conservative was bothered, he didn't let it show. He unleashed a television commercial that hit Mitt Romney and Newt Gingrich. In his remarks, lumped all of his rivals into one unappealing category.

"There's a lot of status quo politicians out there," he told a crowd of a few dozen potential caucus-goers who turned out to hear him on the grounds of the Iowa Speedway. "If you pick another status quo politician nothing's going to change."

The audience applauded, but by day's end, it appeared that yet another contender might be rising.

According to public and private polls, Pennsylvania Sen. Rick Santorum is gaining ground in the final days of the race, yet another unpredictable turn in a fast-changing caucus campaign. "We have the momentum," he proclaimed.

The politicking was unending.

Two politically active pastors in Iowa's robust evangelical conservative movement disclosed an effort to persuade either Santorum or Rep. Michele Bachmann of Minnesota to quit the race and endorse the other.

"Otherwise, like-minded people will be divided and water down their impact," said Rev. Cary Gordon, a Sioux City minister and a leader among Iowa's social conservatives.

There was no sign either contender was interested.

For months, Romney has remained near or at the top of public opinion surveys in Iowa, as Bachmann, Texas Gov. Rick Perry, businessman Herman Cain and former House Speaker Newt Gingrich rose briefly to challenge him.

Romney has bent without breaking in the face of each challenge, benefitting from his own well-funded campaign, attack advertisements funded by deep-pocketed allies and the missteps of his challengers.

Paul's surge represents the latest threat, and in some respects, the unlikeliest, coming from a man whose views on abortion, the war in Iraq, Iran and other issues are at odds with those of most Republicans.

At the same time, his anti-government appeal appears to tap into the desire of a frustrated electorate for profound change in an era of high unemployment and an economy that has only slowly recovered from the recession.

"In the last couple of weeks I fell into Ron Paul's camp," said Bob Colby, of Newton, who spent 21 years in the military and is a former employee at a now-shuttered Maytag plant in town.

"I threw my hands up" in frustration, said Colby, who added that he supported Romney in the 2008 caucuses and chose Sen. John McCain over Obama that fall.

In his remarks, Paul drew applause when he said, "I want to cut $1 trillion out of the budget the first year," and eliminate deficits in three.

"The debt is unsustainable once it reaches a certain point," he said. "...My whole effort is to face up to it."

He strongly suggested the United States withdraw its troops from Asia, and drew laughter from the audience when he noted Obama's recent announcement that Marines would be deployed to Australia.

"How long do we have to stay in Korea? We've been there since I was in high school," he said, making no mention of the recent death of North Korean leader Kim Jong Il and the resulting uncertainty about the nuclear-armed nation.

Nor did Paul refer in his remarks to his recent statement in a campaign debate that he would not consider pre-emptive military action to block Iran from acquiring nuclear weapons.

His rivals weren't nearly as reticent.

"You don't have to vote for a candidate who will allow Iran to have a nuclear weapon to wipe Israel off the face of the Earth. Because America will be next. I mean, I'm here to say: You have a choice," Perry told an early morning audience near Des Moines.

"I'm very uncomfortable with the idea that the commander in chief would think it was irrelevant to have an Iranian nuclear weapon," said Gingrich.

Romney also took a poke at Paul. "One of the people running for president thinks it's OK for Iran to have a nuclear weapon. I don't," he said in response to a question from a potential caucus-goer in Muscatine.

Santorum of Pennsylvania attacked from a different angle.

Acknowledging widespread voter anger in an age of high unemployment, he said, "If you want to stick it to the man, don't vote for Ron Paul. That's not sticking it to anybody but the Republican Party."

In a campaign that began months ago, Santorum stands out as the only contender who has not experienced a surge in the statewide public opinion polls. There was a hint during the day in a CNN survey as well as private polls that he might be peaking at exactly the right moment.

"We're very, very happy with the new numbers," he told reporters in Dubuque. "We're seeing our numbers go up in a lot of polls."

He's told his recent audiences that he faces the challenge of persuading Iowa Republicans that he has a chance to win.

Santorum has campaigned extensively in the state, spending parts of more than 250 days and stopping in each of Iowa's 99 counties.

Yet he has been low on funds, and while Romney, Perry and Paul have been advertising on television for weeks, Santorum began only recently.

One billion holiday wishes

As a new year dawns, 1 billion people worldwide face difficult challenges. But hundreds of organizations are working tirelessly to help.

The holidays are a time for putting others before yourself. And with the recent announcement that the world?s population has surpassed 7 billion, there are a lot more "others" to consider this year.

Nearly 1 billion people in the world are hungry, for example, while almost the same number are illiterate, making it hard for them to earn a living or move out of poverty.

One billion people ? many of them children ? have micronutrient deficiencies, decreasing their ability to learn and live productive lives.

But there are hundreds and hundreds of organizations working tirelessly in communities at home and abroad to fix these problems.

One billion hungry

Although the number of undernourished people worldwide has decreased since 2009, nearly 1 billion people go to bed hungry each night. This number is unacceptably high. Malnutrition contributes to the death of half a billion children under the age of five every year, and in Africa alone, one child dies every six seconds from hunger.

But organizations such as the World Food Programme are using home-grown school feeding (HGSF) initiatives to alleviate hunger and poverty. HGSF programs in Brazil, India, Thailand, Kenya, and other countries work to connect local producers with schools, helping to provide children with nutritious and fresh food while providing farmers with a stable source of income.

One billion tons of food wasted

Roughly 1.3 billion tons of food ? a third of the total food produced for human consumption ? is lost or wasted each year. Within the United States, food retailers, services, and households waste approximately 40 million tons of food each year ? an amount that has been estimated to be enough to feed the close to 1 billion hungry people.

Thankfully, organizations around the world are working to educate people on the importance of preserving food. In New York City, City Harvest collects surplus food from food providers and distributes it to over 600 shelters and other agencies.

And in West Africa, farmers are using the power of the sun to dehydrate fruits such as mangoes and bananas. Experts estimate that, with nearly all of their moisture removed, the fruits? nutrients are retained for up to six months, allowing farmers to save the 100,000 tons of mangoes that go to waste each year.?

One billion micronutrient deficient?

Nearly 1 billion people suffer from micro-nutrient deficiencies, including lack of vitamin A, iron, and iodine. Between a quarter of a billion to half a billion children with vitamin A deficiencies become blind every year, and half of these children die within 12 months of losing their sight.

These problems could be fixed by ensuring access to nutritious foods. Organizations such as AVRDC ? The World Vegetable Center and the Developing Innovations in School cultivation (Project DISC) have been working to combat this problem.

Ford volunteers help Arbor Hospice fulfill its mission

On behalf of the boards of directors, employees, patients and families of Arbor Hospice, I want to send a heartfelt thank you this holiday season to Ford Motor Company?s outstanding team of 152 volunteers. These dedicated volunteers provided more than 1,216 hours of volunteer work at Arbor Hospice this year alone.

Eleven volunteer groups from Ford visited The Residence of Arbor Hospice in Ann Arbor, with the majority volunteering their time as well as hands (and hearts) to help maintain the agency?s extensive 8-acre grounds, including summer gardens that our patients, families, and employees utilize throughout the season.

We are so appreciative of these men and women taking time out of their day, some on several occasions, to make the lives of terminally ill patients and their families just a little bit brighter as they face the end-of- life journey.

We simply could not provide the end- of-life experiences of dignity, comfort and peace without all of these amazing volunteers. Thanks to community heroes like them, Arbor Hospice can continue to provide quality, compassionate care 365 days a year.

Mayor Reed responds to inquiries about airport concessions

At its next meeting Jan. 3, the Atlanta City Council may award the contracts for running restaurants, bars and shops at Hartsfield-Jackson International Airport.

The deals are long-term ? many cover at least 10 years ? and during that decade the total concession sales at the airport will be in the hundreds of millions. Because there?s so much money involved, airport concessions over the years have sometimes been tainted by corruption and challenged in court. This year, however, Atlanta?s new mayor said he would establish a new and transparent method for awarding those deals.

The Journal-Constitution sought to interview Mayor Kasim Reed about airport contracting, but he declined and said he would only accept written questions. Here are the AJC?s questions and the mayor?s responses.

1. Essentially, the fact that many of the winning bidders are significant contributors or participants in your campaign can give the impression that they won because they have a close relationship with you, or at least that the relationship was a factor. Was it?

No. I was not involved in the solicitation, evaluation or selection of the winners of this procurement. This question requires context about the decision made by the Department of Aviation (?DOA?) and the Department of Procurement (?DOP?) to bid the entire concessions package at once. This is something that has never been done. Typically, the packages are bid in phases. The DOA and DOP decided to rebid everything at once to ensure the most fair and ethical process possible. Why? If city officials had phased in the program, some would have argued that companies that received lease extensions were getting special treatment because they donated to my campaign. So, instead, my Administration started the procurement process from a blank slate where everyone could compete on a level playing field.

Since my inauguration, I have taken or directed my Administration to take a series of unprecedented actions regarding the management and business operations of Hartsfield-Jackson Atlanta International Airport, including:

1. Returning campaign contributions from vendors competing for a procurement;

2. Implementing a new process for hiring the Aviation General Manager at Hartsfield-Jackson Atlanta International Airport. I appointed a panel of nine, well-respected business leaders to identify and review candidates for the position. The result? The selection of Louis Miller, who spent 28 years running two of America's busiest airports without a hint of scandal or any ethical lapses. He has led and been the primary architect of this process, and his record as a professional should be noted;

3. Disclosing the financials of Hartsfield-Jackson Airport to our airline tenants, most notably Delta Air Lines, which resulted in a $30 million contribution to our bond financing efforts;

4. Bringing the Corey litigation to a satisfactory conclusion for the plaintiff and the City of Atlanta;

5. Conducting background checks on the members of the selection panel;

6. Committing to make the names of the selection panel public, an action which has never occurred at any point before, during or after an airport procurement in the City of Atlanta.

2. Conversely, it would appear that bidders that did not give a lot of money did not win. Is that coincidental?

Again, I was not involved in the solicitation, evaluation or selection of the winners of this procurement. This question also requires more context. It is important to note that I have returned all contributions from airport vendors since the procurement process began, an action which is unprecedented. I have raised about $3.6 million since I began campaigning for Mayor. The amount of contributions I have received from airport vendors represents a very small percentage of my total campaign contributions. It is also worth noting that the other two candidates for Mayor of the City of Atlanta in 2009 also received substantial contributions from airport vendors. A review of the campaign disclosures of the three candidates concluded that the contributions made to them had no direct correlation to whether or not a particular proponent would be successful in winning a concessions bid. Please see the attached document.

3. Why would you have airport concessionaires play such a role in your campaign in the first place? Given that it could have been predicted that questions would be raised about possible conflicts of interest at the airport, why was Daniel Halpern your co-chair? Why not go with someone who?s not a significant contractor?

There is no conflict of interest because I was not involved in the solicitation, evaluation or selection of the winners of this procurement. I selected Dan Halpern as my campaign co-chair because of his qualifications for the position. Mr. Halpern is a member of the Democratic National Committee, Chairman of the Georgia Restaurant Association and a Board Member of the National Restaurant Association. Mr. Halpern also served as a member of the National Finance Committee for the campaign of President Barack Obama. It is important to note that I selected other well-respected individuals such as Elaine Alexander, Gwen Keyes Fleming and Peter Aman as my campaign co-chairs as well.

4. Did you or your staff discuss the bids with any bidder during the RFP process or provide help or advice of any kind?

I did not have any discussions with bidders or provide help or advice of any kind. Further, I am not aware of any discussions between staff and the bidders. The City of Atlanta implemented a ?black-out? period during the active phase of the procurement, which is the period between when the RFPs are issued by the Department of Procurement and the time that the Atlanta City Council awards the contracts. The black-out period also includes any additional time during which any resulting protests are resolved or the RFPs are otherwise canceled. During the active procurement process phase, proponents and individuals acting on behalf of proponents are prohibited from communicating with City-appointed officials and employees about the solicitations or proponents.

5. Can you characterize your relationship with the following individuals: Wassim Hojeij, Daniel Halpern, Mack Wilbourn and Terry Harps?

Sure, I know each of them. The individuals listed above are well-known, successful businessmen in the City of Atlanta.

6. Was the fact that certain companies? proposals would be disqualified a factor in the decision to reissue the RFP?

Chief Procurement Officer Adam Smith decided to re-issue the bids because 36 percent of the proposals would have been disqualified due to errors with the state-mandated E-verify form. It is worth noting that my Administration met with members of the Atlanta Journal-Constitution?s editorial board and a large contingent of reporters and editors on Friday, September 2, 2011, to share the rationale behind the decision and its implications prior to making a public announcement. Chief Operating Officer Peter Aman, Deputy Chief Operating Officer Duriya Farooqui, Chief of Procurement Adam Smith and Director of Communications Sonji Jacobs attended the meeting from the City of Atlanta; James Mallory, Bert Roughton, Kyle Wingfield, Matt Kempner and Kelly Yamanouchi were among those AJC reporters and editors who attended the meeting. It is also important to note that Delta Air Lines, the airport's largest tenant, supported the city's decision to re-bid this procurement in order to insure that we had the highest amount of competition possible so that the city can repay the $1.5 billion in debt that is associated with the airport, namely financing of the new Maynard H. Jackson International Jr. Terminal. Earlier this month, we were recognized by The Bond Buyer for the Deal of the Year in the Southeast Region for the debt financing around that transaction.

7. Would Delaware North Companies? proposals have been disqualified during the first round?

Once again, I was not involved in the solicitation, evaluation or selection of the winners of this procurement so I did not know which companies were competing in the bid process. The initial RFP was cancelled when the Department of Procurement conducted its initial review and found that 36 percent of the proposals would have been disqualified due to errors on the state-mandated E-verify form. I believe the Chief Procurement Officer?s decision to re-bid was the correct course of action because this process occurs once every 7-10 years, and we needed maximum competition. If approved by the Atlanta City Council, the recommendations will significantly increase competition as shown by the fact that the airport is projected to receive $23 million dollars more per year in additional revenue.

8. Would that have affected Mr. Halpern?s contract wins? Did Halpern or anyone on his behalf discuss this issue with anyone with the city (including in the mayor?s staff, procurement, law, aviation, etc.) or on the city?s behalf?

I was not involved in the solicitation, evaluation or selection of the winners of this procurement so I do not know what would have affected Dan Halpern or any other vendor, nor am I aware of any such discussions between Mr. Halpern and city staff. Again, the City of Atlanta implemented a black-out period during the procurement, which is still in effect.

9. When did the city make the decision to prohibit exclusive agreements between primes and subtenants and have no limit on the number of contracts subtenants could win? Why did the city make that decision? Was it a result of small businesses asking for that provision? Which, if any, companies asked for the change?

This question should be referred to Louis Miller, General Manager for Hartsfield-Jackson Atlanta International Airport, and the Department of Aviation staff because I had no role in making that decision.

SINGAPORE (Reuters) ? While the threat of credit rating downgrades hangs over Europe, a few big emerging market economies are on the upswing.

Indonesia provides arguably the starkest contrast. Fitch's upgrade of Indonesia's sovereign rating on December 15 restored it to investment grade status for the first time in 14 years. Back in 1997, when the Asian financial crisis exploded, the International Monetary Fund had to step in with a three-year loan worth $10.1 billion at the time.

"Indonesia's banking sector was not prepared to withstand the financial turmoil that swept Southeast Asia," the IMF said then.

Fast-forward to 2011, and it is European banks that are the focus of concern as the euro zone struggles to come up with a politically palatable way to solve its own debt crisis.

All three of the world's major ratings agencies have warned that European countries face downgrades if they cannot stem the crisis. Fitch said on December 16 that a comprehensive solution was "technically and politically beyond reach."

Sentiment toward Europe has turned so dark that the most positive thing Northern Trust economists could say about the outlook there was, "Our base case is that the euro zone does not completely collapse within the next two years."

Why the role reversal?

Indonesia's 2012 growth is expected to reach 6.4 percent, according to a Reuters poll of economists, down only slightly from 2011's estimated 6.5 percent. The euro zone is widely expected to be stuck in recession next year, while U.S. growth will probably trudge along at one-third of Indonesia's pace.

The lesson that Asia learned from its financial crisis in the late 1990s was, "make sure you've got good insurance."

Asia now holds most of the world's foreign exchange reserves, with about $4.5 trillion concentrated in China and Japan combined. But there are also large stockpiles in India, Indonesia and South Korea.

That cushion can provide protection from financial market turbulence. Indonesia, South Korea, India and others have tapped reserves this year to defend their currencies from extreme volatility.

"SCHIZOPHRENIC" INVESTORS

The IMF itself seems to have learned a few lessons from its experience in Asia, especially on how deep budget cuts can hurt a country's economic growth and its citizens.

Its November 1997 statement announcing Indonesia's bailout arrangement spelled out the IMF's policy prescription: tight fiscal and monetary policies and "substantial" fiscal measures to keep the budget in surplus.

The IMF at the time expected Indonesia's growth, which had been around 8 percent before the crisis, to slow to 5 percent in the first year of the program and 3 percent in the second. In fact, Indonesia's economy contracted by 13.1 percent in 1998 and grew by only 0.8 percent in 1999.

Former IMF Managing Director Dominique Strauss-Kahn acknowledged in February 2011 that the IMF's reform program had been "harmful and painful" for the Indonesian people.

Many economists worry that Europe's austerity measures, much like those in Indonesia in the late 1990s, will end up doing even more damage to the economy, worsening the debt picture.

IMF Chief Economist Olivier Blanchard said investors were "schizophrenic" about austerity and growth.

"They react positively to news of fiscal consolidation, but then react negatively later, when consolidation leads to lower growth -- which it often does," Blanchard said.

WHO IS NEXT?

European countries are the obvious candidates for imminent downgrade. S&P's move could come any day. Moody's said on December 12 it will revisit its European ratings in the first quarter of 2012.

While downgrades and the threat of more have received the most media attention this year, Fitch said its sovereign rating actions year-to-date were almost evenly split between upgrades and downgrades.

Since August 5, when Standard & Poor's stripped the United States of its AAA-rating, countries including Indonesia, Brazil, Estonia, the Czech Republic, Paraguay, Peru, Kazakhstan and Israel have received upgrades from at least one of the world's big three ratings agencies.

Next on the upgrade list may be the Philippines. Its leaders

expressed some disappointment that Indonesia got the nod from Fitch first, although S&P revised its outlook to "positive" on December 16.

But it is the negative actions that pose the global economic threat. The advanced economies in the Organisation for Economic Co-operation and Development have 2012 borrowing needs estimated at $10.5 trillion. A number this large means even a small increase in borrowing costs is meaningful.

"OECD debt managers are facing unprecedented funding challenges in meeting higher-than-anticipated, strong borrowing needs," the OECD said in a report on sovereign debt.

People across India participate in Christmas celebrations

Festive fever gripped people across northeast and north India as Christmas is just around the corner and people rejoiced by singing Christmas carols and exchanging gifts with each other.

A mesmerizing scenario was witnessed in Agartala as people were seen singing and enjoying Christmas carols on the streets.

Davis, a carol singer, said that the festival of Christmas would bring prosperity and happiness in the lives of people.

"2000 years ago in a simple manger he (Jesus) was born as a prince of peace and his message was sowing the seeds of peace in the world and in the hearts of people, in the families, in the societies. Today we need that peace in our families, within ourselves and the communities in which we live in," he said.

Small girls were seen dressed as fairies and boys dressed as Santa Claus- in his trademark red dress, with long, white beard.

Shopkeepers have also registered a rise in the sale of decorative items during this festive season.

A large number of tourists thronged to picturesque town of Shimla to participate in celebrations of Christmas and New Year.

Local hoteliers and travel agents expressed happiness, as their business boomed.

"Entire Shimla and all the members of association of travel agents along with Hotels are very excited for the Christmas preparations. We have been receiving many bookings for Christmas and New Year celebrations. We have already done with 90 percent of occupancy and if there will be snowfall, more numbers of tourists are expected," said Naren Shahi, a travel agent. (ANI)

India: cellphones generate radiation, send a text message instead

Is your cellphone bad for your health? India's government seems to think so, because it's planning a law that will require all phones to display how much electro-magnetic radiation they generate. Radiation is measured in SAR (Specific Absorption Rate) and the Indian limit has been lowered to match the USA's 1.6W/kg, whereas before it followed the European ceiling of 2W/kg. But even handsets that meet this criterion may have to declare their SAR level, and also carry a message asking people to keep their calls or short or use SMS instead -- implying that the Indian government regards radiation as dangerous at any level.

On Hamburger Day, we celebrate the best sliders in the U.S.

Some say December 21 is National Hamburger Day. Others say National Hamburger Day is July 28. The burger also gets a whole month of celebration in May. Since standard burgers already get so much love, we're taking the opportunity on this alleged food holiday to celebrate the burger's little cousin, the slider.

Once the territory of greasy diners and fast food chains, ?sliders? originally referred to thin mini-burgers in squishy potato buns. While purists can still find this classic version, America?s obsession with haute comfort food has inspired chefs to adopt the term for any shrunken sandwich. Now, buzzy ingredients like pork belly or ahi tuna stand in for ground beef, and condiments might include miso aioli over ketchup or house-made kimchi in place of grilled onions.

Food & Wine Best New Chef 2010, Roy Choi, created the star sliders for his Los Angeles food truck, Kogi Korean BBQ, as a nod to his Asian upbringing. As a kid, he would often devour the soft, sweetened store-bought bread called King's Hawaiian. ?We used to get the big round loaf with the aluminum tin and grab handfuls and see who could stuff the most in their mouths,? Choi remembers.

?That's exactly what I was thinking about when I went to the store and bought some buns and started to tinker with the Kogi slider: sweet soft buns, sesame mayonnaise, melted cheese, caramelized Korean short rib, salsa roja and our spicy salad mix,? he explains.

In Philadelphia, "Next Iron Chef" winner Jose Garces uses Parker House rolls as a base for smoked pork and a slaw made from apples picked at nearby orchards.

New York City has become a serious slider town, and the most revered version takes an Italian-American approach. The Little Owl?s Joey Campanaro uses his grandmother Rosie Bova?s recipe for meatballs combining beef, pork and veal; they are stuffed into house-made garlic rolls.

In Austin, Food & Wine Best New Chef 2011 Bryce Gilmore peddles pork belly sliders with onions, jalape?os and paprika aioli at Odd Duck food truck. Also part of Austin?s thriving trailer scene, the Peached Tortilla hawks brisket sliders with roasted peach barbecue sauce, and mini crab cakes served with creamy slaw?both on soft, slightly sweet buns.

Fans of Magnolia restaurant in Charleston?known for elegant low country cuisine?call the lunch-only barbecue sliders the "Three Little Pigs" because an order comes with a trio of pulled pork minis on house-baked sourdough buns, with jalape?o-peach coleslaw on the side.

House, Senate at odds over payroll tax cut (AP)

WASHINGTON ? The House and Senate barreled toward a collision Monday over some of the chief ingredients of President Barack Obama's recipe for reviving the economy, with tax increases and jobless benefit cuts awaiting millions of Americans on New Year's Day if the dispute is not resolved.

Senate Majority Leader Harry Reid said he won't renegotiate an extension of payroll tax cuts and unemployment coverage unless the House first approves a short-term bipartisan version the Senate has overwhelmingly approved. House Republicans strongly oppose that bill.

Earlier in the day, House Speaker John Boehner, R-Ohio, told reporters that he expects the House to reject the Senate bill Monday evening and then request talks.

"This is a question of whether the House of Representatives will be able to fulfill the basic legislative function of passing an overwhelmingly bipartisan agreement in order to protect the economic security of millions of middle-class Americans," Reid said in a written statement.

The Senate passed a two-month extension of the tax cut and unemployment benefits on Saturday with overwhelming support from senators of both parties and the backing of Obama. It had been negotiated by Senate Democratic and GOP leaders after they could not agree on how to pay for a more expensive, year-long measure.

After that vote, House Republicans told their leaders that they strongly opposed the Senate bill, complaining it lacked serious spending cuts and was too short. Boehner and other top House Republicans then said they opposed the Senate-approved bill.

Monday morning, Boehner told reporters that the House would reject the Senate-passed bill but said he didn't think it would be hard for the two sides to bridge their differences.

Unless Congress acts, 160 million workers on Jan. 1 will see a 2-percentage-point increase in the Social Security payroll tax that is deducted from their paychecks and benefits for millions of long-term unemployed people will start to expire.

"It's time to stop the nonsense. We can resolve these differences and we can do it in a way that provides certainty for job creators and others," Boehner said at a news conference, although he provided no estimate on how long it might take to produce a compromise.

House Majority Leader Eric Cantor, R-Va., said lawmakers would not let the tax increase kick in, but he did not say how they would resolve the dispute.

"We are going to stay here and do our work until we guarantee that no one faces a tax increase in the year ahead," Cantor said in a statement.

The leaders' comments came after a chaotic weekend in which Senate leaders first failed to agree on a full-year bill, then coalesced around the two-month-extension that passed overwhelmingly, only to spark a revolt among GOP conservatives in the House.

The revolt of the rank and file placed Boehner and Republicans in a difficult position, just as it appeared they had outmaneuvered Obama by assuring that the legislation would require him to make a swift decision on construction of a proposed oil pipeline.

Obama had announced he would put off the issue until after the presidential election in 2012 rather than decide the fate of a project that divided usual Democratic allies ? environmentalists opposing and several labor unions supporting.

In a television interview shortly before Boehner's news conference, White House communications director Dan Pfeiffer accused Boehner of reversing his position on the two-month measure because of a "tea party revolt."

In his statement, Reid said he and Senate Minority Leader Mitch McConnell, R-Ky., had negotiated their compromise "at Speaker Boehner's request."

Boehner, R-Ohio, said he had not changed his view on the Senate bill.

"I raised concerns about the two-month process from the moment I heard about it," he said.

He called on members of the Senate to "put their vacations on hold" and return to forge a compromise.

Obama has said repeatedly that Congress should not quit for the year until the tax cut has been extended, and has said he would postpone a planned Hawaiian vacation until the bill is finished.

In an unusually harsh critique of his own party, moderate GOP Sen. Scott Brown of Massachusetts said House Republicans' opposition to the two-month extension was "irresponsible and wrong" because it threatened to result in tax increases and jobless benefit cuts.

"We cannot allow rigid partisan ideology and unwillingness to compromise stand in the way of working together," Brown said in a written statement.

The brinksmanship is a familiar pattern this year between the two parties, who have narrowly averted a federal default and several government shutdowns in past fights.

Extending the payroll tax cut and jobless benefits have been a keystone of Obama's and congressional Democrats' effort to spur a revival of the flaccid economy. Congressional Republican leaders also say they support the idea, but some of their rank-and-file remain reluctant to do so, saying the unemployment coverage is too generous and that cutting the payroll tax does not create jobs.

The Senate bill would cut the payroll tax, extend jobless benefits and avoid cuts in Medicare payments to doctors through February. Both sides say they want to renew all three for a full year, but bargainers have so far failed to agree on how to pay for a package that size, which could cost roughly $200 billion.

The White House's Pfeiffer said there was still an opportunity for House Republicans to avoid triggering a tax increase and for the chamber to pass the Senate-approved two-month extension.

"You only need a couple dozen Republicans to do it," Pfeiffer said. "I find it inconceivable that you can't get a couple dozen Republicans to vote for a tax cut for the middle class."

Boehner did not specify the changes he would like in the bill, but touted "reasonable reductions in spending" and language blocking some Obama administration anti-pollution rules in a yearlong payroll tax bill the House approved last week. That bill covered its costs by carving savings from federal workers, higher-income Medicare recipients, fees paid to insure mortgages and elsewhere.

McConnell offered support for Boehner Sunday. His spokesman, Donald Stewart, said the best way to "provide certainty for job creators, employees and the long-term unemployed is through regular order" ? a term used to describe the normal process of negotiations between the House and Senate.

The Senate bill also includes a provision dear to Republicans that would force Obama to approve a proposed Canada-to-Texas oil pipeline within 60 days unless he declares the project would damage the national interest.

Obama had previously said he would make no decision on the Keystone XL pipeline until 2013, allowing him to wait until after next November's elections to choose between two Democratic constituencies: unions favoring the project's thousands of jobs and environmentalists opposed to its potential pollution and massive energy use. Obama initially threatened to kill the payroll tax bill if it included the pipeline language but eventually retreated.

Prosecution to present its case against Manning

(AP) ? The prosecution will start presenting its case Saturday against the young soldier blamed for the largest leak of classified material in American history.

The long-awaited court-martial of Pfc. Bradley Manning may hinge on whether the U.S. government overzealously stamped "secret" on material posing no national security risk.

The trial is moving ahead after the defense asked the presiding officer to step aside because of alleged bias. Lt. Col. Paul Almanza rejected the request.

Manning is a one-time intelligence analyst stationed in Baghdad who is accused of leaking hundreds of thousands of sensitive items: Iraq and Afghanistan war logs, State Department cables and a classified military video of a 2007 American helicopter attack in Iraq that killed 11 men, including a news photographer and his driver.

Qatar "has information Syria will sign peace deal": TV (Reuters)

DUBAI (Reuters) ? Qatar has information that Syrian President Bashar al-Assad will sign an Arab peace plan aimed at ending his crackdown on anti-government protests, al-Arabiya television reported on Sunday.

Arabiya said Qatar's foreign minister, Sheikh Hamad bin Jassim al-Thani had said he had information Assad would sign the plan, but gave no further details. Sheikh Hamad heads an Arab ministerial committee on Syria.

Assad has repeatedly stalled over the plan, which calls for an end to bloodshed, the release of prisoners, the withdrawal of troops from cities, a start to talks with the opposition and Arab monitors on the ground.

Golden Globe Nominations Led By 'The Artist'

Silent black-and-white film earns six nods, while 'The Descendants' and 'The Help' rack up five each.

The stars woke up early Thursday (December 15), hoping to hear their names when the nominations for the 69th annual Golden Globes were announced. Without many front-runners in the major categories, the Globe nominations gave one of the first serious indications of how the Academy Awards will play out in February. "The Artist," with six nominations, and "The Descendants" and "The Help," with five each, cemented their place at the top of the Best Picture race.

"The Artist," the silent, black-and-white tribute to old Hollywood, wowed audiences during the festival circuit and earned the most nods. In addition to its nomination for Best Motion Picture - Musical or Comedy, both Jean Dujardin and Bérénice Bejo walked away with acting nominations for their mostly silent roles. Writer/director Michel Hazanavicius earned mentions for both of his duties on the film.

The big surprise from the Hollywood Foreign Press Association ended up being "Ides of March," the George Clooney-directed political drama that found mild success with critics but fell behind in the early weeks of awards season. It scored four nominations in all.

Also on the board with four total nominations was "Moneyball," the true-life drama about the changing world of baseball starring Brad Pitt. Pitt earned a nomination for Best Lead Actor - Drama, while co-star Jonah Hill earned a Supporting Actor nod. "Moneyball" also racked up nominations for Best Motion Picture - Drama and for the screenplay written by Steven Zaillian, Aaron Sorkin, and Stan Chervin.

Two of Hollywood's biggest stars repeated with two nominations in major categories. "The Ides of March" co-stars Ryan Gosling and Clooney both doubled up on awards. Gosling snagged leading actor nods in both the drama and comedy categories for "The Ides of March" and "Crazy, Stupid, Love," which surprised by not getting a Best Motion Picture - Musical or Comedy nomination. Clooney also walked away with two, one for his directing efforts with "The Ides of March" and one for his lead role in "The Descendants."

"Bridesmaids" earned a nomination in the Best Motion Picture - Musical or Comedy category. Actress (and co-writer) Kristen Wiig scored a nomination for Best Actress - Musical or Comedy, but co-star Melissa McCarthy, the awards favorite from the film, failed to capture the HFPA's attention for Supporting Actress.

A potential awards dark horse, "Harry Potter and the Deathly Hallows - Part 2" had gained some momentum with an extensive "For Your Consideration" ad campaign, but the HFPA didn't hand out any awards to the blockbuster series' final chapter, as some had predicted.

For television, the biggest story may be the shakeup in both of the Best Series categories. New series dominated both categories, taking up seven of the 10 spots with nominations for "American Horror Story," "Boss," "Game of Thrones," "Homeland," "Enlightened," "Episodes" and "New Girl." "Breaking Bad," a critical favorite, went unrecognized, aside from Bryan Cranston's lead actor nomination. Former awards mainstay "The Office" received no nominations.
